Delete empty sub-header

in normal user there is empty space from sub-header
how can remove it ?

the area you marked is reserved for the navigation menu, which you can configure in the Confluence administration (…/admin/plugins/menu-editor/menueditor.action). You you do not wish to use the navigation menu at all, you can hide it using by adding custom css in the Linchpin Theme configuration.
